Is congressional reform in order for our country? Absolutely! Recently there has been a lot of scuttlebutt about the people's legislation draft of the Congressional Reform Act of 2010. In a nut shell, this act requires our congressional leaders to abide by term limits as well as the same laws and benefits that they impose on the American public.
Do I think that this act will ever pass in it's current state? Probably not, however, it establishes a good base for much needed legislation if we, the people are ever going to enlighten our law makers on who their employers are.

The Congressional Reform Act of 2010*
Serving in Congress is an honor bestowed on those who are elected by the American people; but it is not a career. Our Founding Fathers envisioned citizen legislators who would serve their term(s) to improve our Nation, then go home to return to their careers. If you believe it's time to rid Congress of "retired-in-place" bureaucrats with Citizens who work for all Americans, join in drafting 300 candidates for the US House and 33 candidates for the US Senate who subscribe to principles of the Congressional Reform Act, and Vote for them in upcoming Primary and General Elections so they'll pass this law in January, 2011. A House and Senate elected by the People can pass this legislation.
1. Term Limits of twelve years for all Members of the House and the Senate:
a. Two Six-year Senate terms;
b. Six Two-year House terms;
c. One Six-year Senate term and three Two-Year House terms;
d. Voters may extend this limit by ballot up to a maximum of six years; but incumbents are not permitted to campaign, nor to expend any funds for reelection after 12 years in office.

2. Members of the Senate and the House collect salaries only while in office, and if eligible for retirement under the current federal government retirement system, may receive the same retirement benefits as federal employees. (Same Pension Plan as Federal Employees)3. Congress (past, present & future) participates in Social Security, as do American people:
All funds in the Congressional retirement fund move to the Social Security system upon enactment of the Congressional Reform Act. All future funds flow into the Social Security system so as to require all Members of Congress to participate with the American people in the same Social Security fund, system and its administration. 4. Members of Congress must purchase and contribute to their own retirement plans, just as American Citizens do.

5. Members of Congress will no longer be permitted to vote themselves a pay raise. The Congressional Reform Act will require Members' pay to rise not more than 2% annually, or the same as the American private sector worker's average cost-of-living increase (no more Congressional bonuses for poor fiscal and governmental oversight performance).6. The American People have decided that Members of Congress will participate in the same Health Care Plan as Congress formulated for the United States. Upon enactment of the Congressional Reform Act, Members of Congress will forfeit their current health care plan and are required to participate in the same health care system as all American people.7. All Members of Congress must equally abide in all laws they impose on the American people. All Members of Congress are required to provide true, honest, accurate statements and testimony to the American people, in hearings, in inquiries and in all matters related to their elected offices. Infractions are subject to current penalties against American people. 8. All Contracts, Benefits, Bonuses and Special Provisions now enjoyed by current and past Members of Congress will be void and/or suspended effective on the date of this Act. The American People did not make these contracts with Members of Congress; Senators, Congressmen and Congresswomen made these contracts by and for themselves.
9. A fair tax system will be implemented for all American people and organizations earning or receiving income. The new Congress will review proposals such as the Fairtax to replace current tax schemes. See http://www.fairtax.org/site/PageServer
10. (Awaiting recommendations from Americans who support this Congressional Reform)**
(Proposal 1: Limit campaign contributors to only registered voters within candidate's State at a maximum of $500/yr). (Proposal 2: Mandatory Death Sentence for terrorism against US Citizens & US Military within 30 days of guilty verdict).
(Proposal 3: No Member of Congress or the Senate will be authorized use of dedicated private airline, rail or vessel transportation to or from their home States, nor will taxpayer funds be used for charter service; reimbursement for such transportation shall be made at the same prevailing rate provided by the IRS and offered to US Citizens).
